Tender Description
Value NSW is seeking suitably qualified service providers to provide land valuation services for government rating and taxing purposes for Western NSW.
Scope
The services will ensure the accurate determination and recording of land values for properties across designated contract areas in accordance with the Valuation of Land Act 1916. The successful contractor/s will be responsible for:
- Conducting annual land valuations for all properties potentially liable for land tax and council rates;
- Ensuring compliance with all legislative and regulatory requirements under the Valuation of Land Act 1916;
- Delivering accurate, timely, and consistent valuation data to support government revenue functions;
- Maintaining and updating the Register of Land Values to ensure data integrity and accessibility.

Important: Confidentiality Requirements to access full RFT documents:
All respondents are to advised in order to obtain access to Attachment 2 - SR00786 Contract Area’s Composition 2025 as part of the RFT documentation, which is needed to prepare a complete and informed response to the tender opportunity, they must meet compliance requirement by completing and signing into a “Confidentiality Deed Poll” as set out in the Conditions of Tendering, Section 1.10 – Confidentiality and Intellectual Property Rights.
The department will only release the above document once a Confidentiality Deed Poll has been executed between the Principal and the Respondent’s company and received. This deed ensures that all confidentiality obligations specific to the release of this document are met. The key obligations of the deed also extend to any individuals accessing the document on behalf of the Respondent, including employees, sub-contractors, or other representatives. Opportunity requirements
1. Mandatory Criteria Requirements
These are the minimum criteria for respondents to demonstrate the ability to deliver a fit for purpose solution. These criteria are to be evaluated on a pass/fail basis. Responses which do not demonstrate compliance with the mandatory criteria will be excluded from the evaluation.
1) Key personnel undertaking valuation services must meet Valuation Services Qualified Valuer criteria. Qualified Valuer means:
a) It has membership of the Australian Valuers Institute (other than associate or student membership), or
b) It has membership of the Australian Property Institute (API) (other than student, MAPI or provisional membership) and, in addition is accredited as a Certified Practicing Valuer (CPV) by the API, or
c) It has membership of the Royal Institute of Chartered Surveyors (RICS) (other than student membership) and, in addition is a RICS Registered Valuer, or
d) It is of a class acceptable to the Principal.
2) Agreement to use VNSW endorsed software platform, to supply computer assisted mass appraisal
3) Service Provider can demonstrate experience / presence and/or knowledge in the last 3 years providing valuation service in the Proposed Contract Area(s)
Respondents will also be asked to meet and/or provide response to compliance requirements in response form for submission.
