Project goals

An annual credit rating is required for government businesses in order to assess the ability of the business to meet its future debt obligations without the financial support of the NSW Government.Treasury is seeking to partner with a credit rating service provider to deliver an annual stand-alone credit rating assessment and report for nominated government businesses.

Scope

A program for completing the credit rating reports is to be provided by the service provider to Treasury annually based on the service provider’s consultation with government businesses.

At a minimum,

• the service provider is to provide:-Stand-alone credit ratings, credit ratings reports and data underlying the credit rating estimates to each government business nominated by Treasury in each year of the Agreement. An electronic copy of each government businesses’ annual credit rating report is also to be provided to Treasury and the government business.
• A detailed credit rating analysis and Full Report for the financial years specified above; and
• If requested, revised credit ratings based on alternative scenarios based on variations in debt and/or dividends.
