Oberon Council has constructed a new sporting facility that will be home to a number of community sports organisations, being Rugby League, Hockey and Netball.
The new sporting facility includes a modern clubhouse with provision for a bar, gaming and restaurant facilities.
This Expression of Interest (EOI) invites qualified individuals or entities to submit proposals to operate the clubhouse as a new registered club in Oberon, New South Wales. The club will serve as a community hub offering recreational, social, and entertainment services, including food and beverage, gaming and event hosting.
Oberon Council is seeking a community-minded and proactive tenant/licensee to activate and manage the approximate 270sqm available space at the Oberon Sports Complex (Annexure 1), made up of 125sqm of bar area, 120sqm of restaurant and 20sqm of gaming.
NOTE: these areas exclude all behind house areas, which will be included in the lease Annexure 1 provides all associated areas included..
The vision is to transform the Oberon Sports Complex into a vibrant, inclusive, and accessible club that delivers genuine community benefits and significantly improves the utilisation of the site.
Oberon Council invites submissions that demonstrate the ability to:
• Provide social and recreational opportunities for a broad range of community members, including residents, families, sporting groups and visitors;
• Fully utilise the facility by offering regular access, extensive opening hours, organised programming, and consistent activation of the space.
• Operate a licensed premises, with the appropriate permits and compliance measures in place, creating a welcoming, safe and responsible social environment; and
• Create a community culture that encourages participation, wellbeing, and connection through sport, recreation, and social activities.
Oberon Council intends to offer a lease/licence to use the space for an initial period of 5 years with possible extensions at Council discretion but based on the licensee/tenants consistent performance through the initial period based on the criteria set out in this EOI.
The successful tenant/licensee will work in partnership with Oberon Council to ensure the facility remains open and accessible to the public on a regular basis.
Submissions that are aligned with Council’s long-term goal of enhancing local amenity, creating community cohesion, and ensuring responsible management of public assets are essential.
Objectives
• To establish a legally compliant and community-focused club.
• To ensure a readily accessible facility that is regularly open and is family friendly.
• To promote social engagement, entertainment, and recreational activities.
• To ensure responsible service of alcohol and gaming.
• To contribute positively to the Oberon community and local economy.
Scope of Operations
The successful applicant will be responsible for:
• Club Management: Day-to-day operations, staffing, financial oversight, and member engagement.
• Licencing Compliance: Obtaining and maintaining all necessary licences including:
• Liquor Licence under the Liquor Act 2007
• Club Licence for alcohol service to members and guests
• Gaming Licence if gaming machines are to be operated
• Other – Any other legislative licence required under NSW for the operation a licenced venue
• Governance: Adhering to the Registered Clubs Act 1976 and the Clubs NSW Code of Practice
• Venue Management: Securing and maintaining a suitable premises that meets council zoning, safety, and accessibility standards
• Legal Structure: Establishing the club as either an Incorporated Association or a Company (Pty Ltd), depending on its profit orientation
• Constitution and Rules: Drafting and implementing a constitution and by-laws governing membership, meetings, and financial reporting
• Community Engagement: Ensuring the club serves the interests of its members and the broader Oberon community.
