This Tender is invited by the Issuer.
The Department of Social Services (DSS) contract for its current LMS is due to expire on 31 December 2025. The department is seeking the supply of a comprehensive LMS to support the management, delivery and reporting of learning and development activities for departmental employees. If migration to a new LMS is required, migration and system testing will need to be completed by 1 December 2025. This is to ensure the system is operational, administrators can receive training, and there is no gap in provision of a LMS for the department.
The LMS must:
- create, manage, deliver and report on content offered by the department.
- provide access for up to 3500 users. This number will need to be able to be scaled up or down depending on the number of licences required by the department at any given time.
- meet the departments security and privacy requirements, including accessed by a single sign log on.
- have the ability to supply add-ons, when requested by the department. This could include third party integration and enhancements to the LMS.
- prioritise accessibility needs of users and is WCAG 2.2 compliant.
The supplier will also need to provide ongoing support for the department throughout the contract period to support the optimum function of the supplied LMS. This includes, but is not limited to:
- installation and training on the product.
- monthly meetings to workshop issues and provide updates on products.
- access to a support team that provides responsive and timely assistance to troubleshoot any issues.
- migration of content and data in current LMS to new solution (if required).
A full list of requirements, including checklist to be completed, is outlined is Attachment A: Learning Management System detailed requirements. This is required to be completed as part of your response.
Privacy considerations:
The supplier must comply with section 95B of the Privacy Act 1988 Cth (Privacy Act). They will need to include the preparation and implementation of a Privacy Risk Assessment which demonstrates that the services will be delivered so that ‘personal information’ is handled on behalf of the Department in accordance with the Privacy Act.
In the response document, suppliers should outline their:
- privacy risk assessment/considerations for their product
- privacy Plan for the handling of personal information
- privacy governance documents such as Data Breach Response plan, guidelines and policies
- whether any information managed for the LMS will flow outside of Australia.
