Multi Carrier Mobile Pilot (MCM) – Expression of Interest (EOI) for registration for Communications and Telecommunications infrastructure

Project goals

This is a two-stage procurement process including Stage 1 Expression of Interest (EOI), followed by Stage 2 Request for a Tender (RFT) that is seeking proposals to deliver improved multi-carrier mobile coverage within an identified location in regional NSW.

The EOI stage is seeking responses from tenderers that hold an Australian Business Number and are able demonstrate they are a Mobile Network Operator (MNO) or Mobile Network Infrastructure Provider (MNIP) as defined in Australian Telecommunications Act 1997 and wish to progress to RFT. ABN and carrier licence number to be provided in Attachment 1.

Specific location details will be provided at the completion of the EOI stage to tenderers that meet the above eligibility criteria and have returned a Confidentiality Deed.

Tenderers must participate in the EOI and be shortlisted to participate in the RFT stage.

Scope

The scope of work for includes:

• Site acquisition, environment and design

• Delivery of enabling site infrastructure

• Supply of backhaul and power

• Provision of continuous multi-carrier service coverage including ongoing operations and maintenance for a minimum operating period 10 years

• Reporting on the outcomes and performance during the operational period.

Additional details/instructions

A non-mandatory industry briefing will be held Tuesday 19 August as part of the RFT for tenderers that have successfully completed the EOI stage. Please provide details of nominated representatives that will be attending the briefing using Attachment 1a.
