Council is seeking submissions from suitably qualified and experienced trail design consultants / contractors / specialists to undertake ground-truthing of proposed (concept level developed) mountain bike trails in Jubilee Park, as an extension of the existing network there.

Ground-truthing of the current concept layout plan (May 2025 – Jubilee Park) is required to refine trail alignment corridors and confirm trail intents to inform the detailed design of the trail network based on the refined concept and in consideration of known flora, fauna and cultural heritage constraints. It is expected that the consultant will be experienced in delivering mountain bike trail network design projects in areas of high conservation value. The consultant will be expected to provide technical expertise on materials, construction methodology and specifications to meet the needs of target users and minimise impacts.

Ground-truthing in Jubilee Park (this engagement) will be undertaken prior to progressing into detailed design (future separate engagement with another supplier or possible extension of this engagement), enabling Council to advance to construction.

There may also be a future requirement for ground truthing and/or detailed design of trails in other parks, as a further future separate engagement with another supplier or possible extension of this engagement.
