Ava Rail Bridge Shared Use Path Replacement ECI

HCC is seeking to engage a qualified and experienced contractor to deliver Early Contractor Involvement (ECI) services followed by physical construction of the Ava Rail Bridge Shared Use Path Replacement project. The project involves replacing an ageing pedestrian structure with a new, safe, and accessible shared use path clip-on alongside the Ava Rail Bridge — a key link in Lower Hutt’s active transport network.

The successful Respondent will work collaboratively with HCC, the appointed design consultant, and Quantity Surveyor (QS) during the ECI phase to provide input on construction methodology, staging, buildability, risk management, and cost validation. Following the completion of the design and consenting phase, the Respondent will then deliver the full construction works, with a target construction start date of January 2026.
