Tender Description

The purpose of this project is to engage a qualified consultancy team to prepare a comprehensive Structure Plan (SP) and Development Delivery Framework (DDF).

The project outcomes will be action-oriented, with a strong focus on delivering tangible outcomes. This may include concept design and preliminary costings of traffic interventions, proposed amendments to the Planning and Design Code and investment prospectuses of key strategic sites. It will serve as a critical tool for informing the scheduling of priority initiatives within Council’s Long Term Financial Plan (LTFP) and guiding future advocacy efforts to support strategic investment and policy alignment.

Key outcomes of the project are anticipated to include:

  • Updated Structure Plan: A revised structure plan for the Gawler Town Centre that reflects current and projected growth, land use priorities, infrastructure needs, and opportunities for mixed-use development. The structure plan will identify key sites for future strategic development.
  • Movement and Access Strategy: This strategy provides a comprehensive assessment of transport and access challenges, encompassing traffic management, freight logistics, parking solutions, and enhanced connectivity for pedestrians, cyclists, and public transport users. It will focus on delivering practical and achievable interventions tailored to the key strategic sites identified in the Structure Plan. The aim is to unlock development opportunities by addressing mobility constraints and promoting integrated, multimodal transport solutions.
  • Design Guidelines: Context-sensitive design principles and guidelines that reinforce Gawler’s heritage character while supporting high-quality new development, public realm improvements, and civic infrastructure.
  • Investment Prospectus: A professionally presented document to attract targeted public and private investment, showcasing development opportunities, strategic priorities, and Council’s vision for the town centre.
  • Planning and Design Code Recommendations: Draft amendments and recommendations to the Planning and Design Code that provide statutory clarity and support the implementation of the preferred land use and design outcomes.
  • Action Plan: A clear, staged roadmap of realistic and deliverable actions over a 10–15 year horizon, including timelines, responsibilities, indicative costings, and advocacy priorities to guide Council’s long-term planning and investment.
