This Tender is invited by the Issuer.
The Broadcasting Network Architect will work in consultation with other Subject Matter Experts (SME’s) (within Broadcasting Operations, Infrastructure Support, Network Operations and IP Backbone Architect and Project team) and prepare an end-to-end detailed broadcasting network design (Media Fabric for contribution), detailed implementation plan and bill-of-materials required for a broadcasting network (Media Fabric) solution for DPS. The Broadcasting Network Architect will take the lead in the design process and the duties will include, but are not limited to, the following:
- End to end detailed broadcasting network (Media Fabric) design including storage and archiving of media data
- Detailed implementation plan and baselined schedule (input into a implementation plan, not delivery)
- Dependencies for the designs
- Bill-of-materials of hardware required for the new broadcasting network (Media Fabric)
- Technical lead during the design phase when consulting with other SMEs within DPS through to governance approval of the design.
The Broadcasting Network Architect will also prepare a High-Level assessment document and recommendation of a Network solution for a seamless, secure and high bandwidth streaming solution from contribution to distribution of content to the end user.

The Broadcasting Network Architect will have the following:
- Understanding and proven experience of the SMPTE 2110 network architecture
- Understanding and proven experience of PTP deployment (SMPTE 2022-7)
- Understanding and proven experience of AES67/Dante audio over IP
- Spine and leaf, Star and Mesh network topology
- High bandwidth interfaces (25G/100G/400G)
- Resilient multicast network design (main/backup)
- IGMP v2 and v3
- PIM modes of operation
- VLAN / VXLAN segmentation and isolation
- NMOS network management
- Ability to use Wireshark for network analysis
- Understanding of cyber security
- Understanding of cloud architecture
- Understanding of Quality of Service
- Video and audio compression algorithms (H .264, H. 265, JEPG XS)
- Video and audio transport over IP (RTP, SRT, RIST, NDI, DANTE)
- 5 years plus experience in Network Engineering, Information Technology, or a related field.
- Equivalent industry experience in broadcast and network environments may be accepted in place of formal education.
- Cisco Certified Network Professional (CCNP) or CCIE (advanced routing, switching, multicast).
- Arista ACE Level 2 or 3.
- Broadcast & Media Technologies
- SMPTE Certified Broadcast Networking Engineer (CBNE) (expertise in SMPTE 2110, AES67, and IP video transport).
The Network Architect will need to demonstrate, through examples provided via a selection criterion, the following:
- Demonstrated practical/real world experience designing, building and implementation of a Broadcast Network topology with minimum 5 years’ experience.
- Demonstrated experience with SMPTE 2110 including PTP Timing.
- Demonstrated experience on how network redundancy was achieved with real time traffic.
- Demonstrated experience in a detailed implementation plan and baseline schedule.
- Demonstrated experience with a separate Network orchestration/control layer with cyber resiliency.
Demonstrated experience with connecting a Network to a Cloud/datacentre for storage/backup.
