Tender Description

This market sounding request is seeking input from experienced operators of logistics facilities (including intermodal logistics facilities) capable of facilitating Oversize and/or Overmass cargo.

Project goals

The Newcastle Logistics Precinct (NLP) is a proposed hardstand of approximately 30 hectares to be located adjacent to the Port of Newcastle Mayfield 4 Berth. It will also include staff amenity buildings and other ancillary infrastructure needed to operate the facility. The NLP purpose is to provide additional portside storage in support of renewable energy developments, including NSW Government’s Renewable Energy Zones (REZs).

The NLP Project (the Project) seeks to achieve the following objectives through the development and future operation of the NLP:

  • improve availability of port side facilities and storage to support the supply chain of materials and equipment to be used on renewable energy, REZ transmission, firming and storage projects;
  • maximise efficiency of logistical movements given limited hardstand availability within the Port of Newcastle; and
  • support the construction of REZs within a regional and state context.

Scope

The scope of this Market Sounding is to seek feedback from participants on options for the future operation and maintenance of the NLP, and how they can be designed to best achieve the Project’s objectives. As part of this process EnergyCo aims to:

  • confirm industry capability, capacity and appetite for the provision of long-term Operate and Maintain (O&M) services to EnergyCo under various options;
  • seek feedback from the market on potential operating models; and
  • refine its proposed operating and commercial strategy for the NLP based on insights gained.

Opportunity requirements

1. Participants must complete STEP 1

Minimum Requirement: EnergyCo is seeking the input of participants that meet the following requirement:

Demonstrated experience in operating logistics facilities (including intermodal logistics facilities) capable of facilitating Oversize and/or Overmass cargo.

In order to participate in this Market Sounding process and be provided with additional information, interested parties are required to follow Step 1.

Step 1.

1. Submit a response addressing the minimum requirement and email to the Primary Contact yan.mu@energyco.nsw.gov.au

a. your company details including: Organisation name; ABN/ACN; and primary contact details; and

b. a brief description of your organisation’s experience against the Minimum Requirement.

Step 2.

1. For participants who meet the minimum requirements’ they will receive a Confidentiality Deed Poll (CDP) form for execution.

2. Upon receipt of a duly executed CDP, EnergyCo will provide participants access to a Market Sounding Brief and Questionnaire for the participant’s consideration.

3. The participant will be invited to attend an interview with EnergyCo and submit a written response to the Market Sounding Questionnaire.

Please note this process is independent from any subsequent procurement processes and your participation or otherwise will have no bearing on any such future processes.
