Tender Description
Livingstone Shire Council is seeking Expressions of Interest (EOI) from suitably experienced and qualified construction contractors for the delivery of the Great Keppel Island (GKI) Arrival Plaza project (the Project). This EOI represents the first phase of a two-stage procurement process to identify a capable contractor to deliver construction of the new Arrival Plaza under a Novate and Construct contract arrangement.
Through this EOI, Council is inviting interested parties to demonstrate their capability, relevant experience, key personnel, remote project delivery capacity, and proposed project approach. Respondents will not be asked to submit pricing or tender documentation at this stage. Council will assess submissions and shortlist up to five respondents to proceed to the second stage, where price, methodology and program will be assessed alongside quality considerations.
The appointed Principal Architect (Wilsons Architects) have completed a ‘50% Detail Design’, which is included as reference material only. Wilson Architects will complete an 80% Detail Design that will be provided to shortlisted tenderers. Upon contract award, Wilson Architects will be novated to the successful contractor to review and finalise any changes in design documentation in a collaborative manner to ensure a robust and efficient construction process can be undertaken within the budget envelope in the remote island context.
Overview of Procurement Process
The procurement process will occur in two stages:
Stage 1 – EOI (this process): Council seeks submissions demonstrating capability, relevant experience, and an understanding of the delivery context. No pricing is required. Following evaluation, Council will shortlist preferred respondents for Stage 2.
Stage 2 – RFT (Shortlisted Only): Shortlisted parties will be invited to participate in a closed tender process, where full pricing, construction methodology, preliminary program, and contractor design management approach will be assessed.
This approach is intended to ensure Council can select a delivery partner with the capability, capacity, and collaborative approach necessary to work in a remote and environmentally sensitive location, while maintaining alignment with the design intent and project objectives.
