Consultancy Services for Housing Strategy and Planning Scheme Amendments

Livingstone Shire Council is undertaking a strategic review of its planning framework to support housing diversity, affordability, and well-planned residential growth. As part of the 10-year review of the Livingstone Planning Scheme 2018, Council is seeking to establish a clear evidence base to inform future planning scheme amendments and integrate State interests, including the recently approved Temporary Local Planning Instrument (TLPI) 1/2025.

Livingstone Shire Council is seeking the expertise of an experienced and qualified Planning Consultant to undertake a series of planning studies that will form the foundation for a comprehensive Housing Strategy. This strategy will guide future residential development, support housing choice and affordability, and ensure alignment with infrastructure and community needs.

The consultant will also be required to prepare a major amendment to the Livingstone Planning Scheme 2018 to incorporate the outcomes of the Housing Strategy and embed the provisions of TLPI 1/2025 (Housing Supply and Affordability Measures).
