Tender Description

This Tender is invited by the Issuer.

The Transformation Office are requesting assistance to deliver the internal transformation program for the Agency. The transformation program will enhance the Agency’s internal capability to deliver high-quality products and services.

Key areas of support could include:

  • Strengthening the Agency’s internal capabilities to effectively manage and implement change.
  • Implementation of a Governance and Investment Framework for effective prioritisation of transformation initiatives, including tools to guide investment decisions. This includes an internal transformation initiative investment template to provide a structured approach for planning and managing the transformation initiatives.
  • Operationalise the Agency’s internal transformation strategy including establishing project templates and building a roadmap that includes resourcing, sequencing of key initiatives and delivery timelines.
  • Establish a knowledge library and conduct handover workshops.
  • Develop a Benefits Realisation Framework, reporting methodology and Scorecard to provide a structured approach to ensure proposed transformational changes deliver intended value and align with the Agency’s goals.
  • Development of a Charter to define and establish new ways of working that will guide transitions to new operating models and ways of working.
  • Build a Cost to Serve model that can be used by the Agency to identify all the cost drivers associated with delivery of a particular product or service.
  • Additional tools, artefacts, frameworks or advice to support the implementation of the transformation program.

Skills and Experience Required:

  • Expertise in organisational transformation, business improvement, change management.
  • Strong stakeholder engagement and facilitation skills, particularly in complex, multi-stakeholder environments.
  • Ability to navigate and understand government policies, regulatory frameworks, and resource constraints.
  • A track record of delivering high-quality analysis and strategic recommendations in small but complex environments.
  • Proven experience in delivering digital transformation programs particularly within a product centric operating model.
