Council is inviting Tenders for the provision of Foxglove Oval VMP Contaminated Land Auditor Services (EPA Accredited) for a period of 3 years. At Council's sole discretion, the contract may be extended for a further period of 4 years in 1-year extensions.

Foxglove Oval, owned by Hornsby Shire Council is presently managed as a sports field. There are a range of users of Foxglove Oval, including the general public, sporting associations and school groups as well as maintenance crews from Council and other asset providers. Foxglove is surrounded by a residential setting with some houses backing onto the park surrounding the sports field and others adjoining the adjacent roads.

Foxglove Oval is also a former landfill that operated for 10 years up to 1980 and was remediated in 1984. In 2020, Foxglove Oval was declared by the NSW EPA as 'Significantly Contaminated Land' under the Contaminated Land Management Act 1997 (CLM Act) and a Voluntary Management Proposal (VMP) is currently in place (the 2022 VMP). A new VMP is being drafted with the EPA (the Proposed 2025 VMP). The Proposed 2025 VMP requires an independent review, audit, and endorsement of its associated deliverables by an EPA Accredited Site Auditor.
