The purpose of this Request for Quote (RFQ) is to formally establish a panel of pre-qualified suppliers capable of delivering specialist resourcing services in support of the GUIDE program.

The GUIDE program is a multi-year transformation initiative aimed at uplifting supervisory capabilities, modernising core systems, and enhancing APRA’s responsiveness to evolving financial system developments. To meet these objectives, it is essential to engage experienced professionals who can contribute to both long-term program delivery and short-term, high-impact activities, as well as provide surge capacity for unforeseen requirements.

By establishing a panel of vetted suppliers, we aim to:

• Secure access to resources with proven expertise in regulatory, technical, and delivery domains relevant to the GUIDE program;

• Streamline procurement processes for resource engagement, enabling agility in response to program needs;

• Ensure continuity and quality of delivery through consistent service levels and performance expectations;

• Support the program’s governance and assurance frameworks by aligning resource capability with delivery milestones and risk management practices.

This RFQ reflects our commitment to operational excellence and strategic delivery, and forms part of a broader vendor engagement model that prioritises transparency, accountability, and value for money.

APRA has the right to contract with more than one vendor at the end of this RFQ process to provide APRA with options.

Industry briefing: Upon request APRA will provide a briefing and Q&A session for invited vendors. Questions need to be pre-submitted to ensure the right subject matter experts can be arranged to attend. Times and dates of briefings will be arranged with appropriate scheduling.
