Tender Description

This notification has been issued to inform the market that South Western Sydney Primary Health Network (SWSPHN) will soon commence the procurement process for the commissioning of an eligible organisation to deliver Bringelly Green Valley Urgent Care Clinic (UCC). General practices, community health centres, and Aboriginal Community Controlled Health Services (ACCHSs) within this area are encouraged to respond to the upcoming Expression of Interest (EOI).

The Australian Government is committed to reducing pressure on emergency departments by improving access to timely, walk-in care for urgent but non life threatening health needs. Medicare Urgent Care Clinics (UCCs) offer extended hours, no out-of-pocket costs for Medicare card holders, and an alternative when regular GPs are unavailable.

In South Western Sydney, SWSPHN has commissioned UCCs in Bankstown, Campbelltown, Liverpool and Fairfield. There is also a NSW state funded Urgent Care Service in Gregory Hills. These sites have significantly improved access to Urgent Care across the region.

To further support growing communities, a new Medicare UCC is planned for the Bringelly/Green Valley GP catchment.

SWSPHN will commission one eligible provider, either a general practice, community health centre, or Aboriginal Community Controlled Health Service (ACCHS) within the Bringelly/Green Valley GP catchment, as defined by the Commonwealth Department of Health, Disability and Ageing (DHDA).

The selected provider will establish a Medicare UCC to offer urgent care for non life threatening conditions, helping to ease hospital demand and expand patient care options.

To be considered, the site must be an existing accredited general practice, community health centre, or ACCHS within the Bringelly / Green Valley catchment area and:

1. Commit to operate extended hours (8am to 10pm, 7 days a week, including public holidays), accept walk-in patients, and treat non life threatening conditions such as fractures, wounds, and minor burns.

2. Commit to bulk bill all patients (no out of pocket costs),

3. Can provide access to radiology and pathology (on site or nearby with no barriers)

4. Comply with data reporting and sharing requirements, including consent-based deidentified patient data and participation in program evaluation

5. Commit to follow the Medicare UCC Operational Guidance and work collaboratively with the Commonwealth, NSW Government, and SWSPHN throughout planning, implementation, and delivery of the service.

An Expression of Interest (EOI) will tentatively be released early to mid August. The contract will tentatively commence 1 December 2025, noting that the UCC will need to be operational by the end of the year.
