Project goals

High Pathogenicity Avian Influenza (HPAI) represents a critical biosecurity threat to Australia’s poultry industry and wildlife. In the event of an outbreak, rapid response and containment are essential to prevent widespread transmission and minimise the impact on industry, food supply, animal welfare, and the broader economy. This procurement seeks to support the acquisition of equipment to enable the disposal of small quantities of infected wild bird carcasses from public and private land. The equipment must be durable, reliable, and easy to operate in high-pressure emergency scenarios, with appropriate safety features for operators and compliance with relevant animal welfare standards. Delivery is expected within a specified timeframe to ensure readiness for the upcoming high-risk period. The procured systems will be stored and maintained in a state of operational readiness, available for rapid mobilisation as part of NSW’s emergency response assets.

Scope

High Pathogenicity Avian Influenza (HPAI) represents a critical biosecurity threat to Australia’s poultry industry and wildlife. In the event of an outbreak, rapid response and containment are essential to prevent widespread transmission and minimise the impact on industry, food supply, animal welfare, and the broader economy. This procurement forms part of a broader strategic initiative to enhance NSW' emergency animal disease (EAD) preparedness and response capability and for NSW DPIRD to meet its statutory obligations under the Biosecurity Act 2015 and the State Emergency Management Plan (EMPLAN). The acquisition of this capital item will ensure that the NSW government is equipped with fit-for-purpose, specialist equipment that can be deployed immediately in the event of an HPAI incident. Suppliers must provide full documentation, including user manuals, maintenance schedules, commissioning and training support where applicable. This must include an in-person demonstration of the operation of the unit and its functionality by the supplier at a place specified by NSW DPIRD. This procurement is integral to strengthening the state’s biosecurity infrastructure and response capability and contributes to national efforts to mitigate the risks associated with avian influenza outbreaks.

Proposals are to provide turnkey solutions and include freight and delivery to DPI Farm Square, 60 Menangle Road, Menangle NSW 2568. Tenders should specify offers in AUD only, any tenders submitted in non-AUD will be disregarded.
