Integrated hubs have been identified as a way of delivering positive outcomes for children. They have been noted as critical in delivering three-year-old preschool in areas of high developmental vulnerability, as well as delivering extended hours for children who are identified as needing it more.

The Office for Early Childhood Development (OECD) will have two integrated hubs established by the end of 2025, one in Adelaide's northern suburbs and one in Port Pirie. OECD is seeking an independent evaluation of how those hubs are operating.

The successful respondent will be required to examine how the demo hubs are being established and operated, aiming to better understand what is working well and where improvements are needed. The respondent will also consider the enablers to integration of services in response to community needs, and the extent to which the demo hubs have been able to deliver the intended service model and core offerings. The review may also look at governance, roles and responsibilities, ways of working, community and family engagement approaches, and capture lessons learned to inform the future rollout of integrated hubs.
