The City of Cockburn (the Principal) intends to undertake a vital road infrastructure upgrade of Hammond Road covering an approximate 1,300-metre section between Russell Road and Frankland Avenue in Hammond Park, Western Australia.

The upgrade aims at enhancing traffic capacity, road safety, and network resilience in response to ongoing urban growth.

The Principal is seeking the services of a suitably qualified, skilled and experienced consultant (the Consultant) to develop detailed design and tender documentation for the project.

This design brief outlines the requirements for the provision of detailed design and documentation services for the proposed upgrade of Hammond Road from a single carriageway with one lane in each direction to dual carriageway with two lanes in each direction.

The design scope will encompass geometric design, earthworks, drainage, pavement, retaining structures, streetlighting, linemarking and signage, as well as landscaping and irrigation. In addition, the Consultant will be required to assess impacts on existing services and collaborate with relevant utility providers to develop coordinated design solutions.

The Principal will appoint an in-house Project Manager to serve as the Principal’s Representative (PR).

The appointed Consultant shall liaise closely with the PR, who will act as the primary point of contact on behalf of the Principal throughout the design process.
