This RFP seeks Proposals for the provision of Whole of Government integrated security services under the Head Agreement.

Project goals

The contract is a standing offer arrangement or panel contract. This is a contract made between NSW Public Works (NSWPW) and a supplier or suppliers. NSWPW makes it with the supplier for the benefit of customer agencies i.e. does not necessarily buy any goods or services from the supplier. Under the panel contract, the supplier agrees to provide services to a customer agency if an order is placed by an eligible customer.

The Contract is divided into 7 contract region packages across NSW. A sufficient number of Contractors will be appointed to a panel to adequately service the Customers’ needs in NSW under the Head Agreement. Proponents will be able to submit for one or more regions. There is a strong preference for the Contractor to supply an extensive range of goods and services within each Region for which they are appointed. Capacity to provide services directly, rather than via sub-contracting arrangements, is preferred.

Additional details/instructions

A voluntary online tender briefing to be held virtually from 11:00am - 12:00 noon on Tuesday 29th July 2025. NSW Public Works will facilitate a virtual tender briefing to help articulate to the open market the opportunity and this Request. Instructions to access the voluntary online tender briefing are set out in Part A, Clause 8.

With the exception of the Contact Officer engaged for this procurement process, respondents must not contact any employee or office of NSW Public Works, elected members of the Commonwealth, State or Local Governments (or their staff), officers of the NSW Government, officers of the local Government authorities, or the NSW Government’s advisors with a view to providing information in respect of any part of the RFP, or process or their Response, or attempt to support or enhance their prospect of being selected as a successful respondent. Any unauthorised communication or attempted approach by a respondent may lead to the respondent’s exclusion from the RFP process if it is contrary to the NSW Government Procurement Policy Framework any relevant NSW Government policy.

Opportunity requirements

1. Eligibility Assessment and RFP Documentation

Stage 1 – Eligibility Assessment

Proponents must submit the following mandatory information to be considered for participation in the RFP and accessing the RFP Documents:

Please complete the Tender Expression of Interest Document and submit it via email to rfp2007486@pwa.nsw.gov along with the following information or attachments:

• Proponents must provide evidence of a valid Australian Business Number (ABN).
• Proponents must hold a valid current Master Security Licence issued under the NSW Security Industry Act 1997.
• Proponents must have in place appropriate accredited Quality Systems to the scope of services offered.

Only proponents who satisfactorily meet the above eligibility criteria will proceed to Stage 2.

Stage 2 – Release of RFP Documentation

Eligible proponents who pass Stage 1 will be issued the password to access full RFP documentation for detailed submission. Ineligible proponents will not proceed to the tendering stage. The full suite of RFP documentation will be issued via an addendum.
