Tender Description

Project goals

The goal of the evaluation is to assess the implementation, effectiveness and impact of activities under the Strategy, as well as the Strategy as a whole, and ensure progress across key outputs and outcomes, as outlined in the Monitoring, Evaluation and Learning Framework (MEL Framework).

Scope

The successful provider must conduct a multi-year process and outcomes evaluation of the Strategy which includes:

  •  implementation review and mid-term evaluation
  •  final evaluation

Both the implementation review and mid-term evaluation, and final evaluation must include:

  •  a comprehensive report for internal government use
  •  a summary version suitable for publication.

DCJ will also require the successful provider to:

  •  provide ongoing advice on the feasibility of undertaking a placed-based evaluation approach (drawing on the sentinel site methodology set out in the MEL Framework), with a view to potentially evaluating primary prevention initiatives at 2-3 sentinel sites
  •  provide ongoing advice on learning integration to inform Strategy implementation and evaluation adaptability
  •  provide advice on data availability and quality, including recommendations for enhanced data collection, and integrate quantitative impact metrics and qualitative insights to ensure a comprehensive, evidence-based assessment of NSW’s primary prevention efforts.
  •  take into account the evaluation limitations and risks, as set out in the MEL Framework and ongoing advice on mitigation.

DCJ acknowledges the breadth of activity being delivered under the Strategy and has prioritised certain activities for evaluation. Additional information is included in the tender documentation.
