The tender is for Contract No. 2025-26-104 for Sprayed Bituminous Surfacing Services for Roads in the Narrabri Shire Local Government Area which is a Schedule of Rates Panel Tender for the engagement of multiple Panel Member Contractors to undertake Work under the Contract (WUC) based on separate Work Orders.

The General Conditions of Contract shall be AS4906-2002 as amended in Part B of the Annexure to the General Conditions of Contract.

Narrabri Shire Council (‘the Principal’) is seeking tenders from suitably qualified Proprietary Limited Companies for WUC consisting of the periodic supply of sprayed bituminous surfacing services on an as required basis for roads in various locations throughout the Narrabri Shire Local Government Area (LGA).

WUC is to be undertaken on local and regional roads where the Principal is the road authority and classified roads (State and National Highways) under the arrangements of the Road Maintenance Council Contract (RMCC) between the Principal and TfNSW.

WUC is defined in Volume 2-Part 2: Contract Specification and will be required to be completed in accordance with the latest version of the Transport for NSW (TfNSW) QA Specifications as referenced in Volume 2-Part 2: Contract Specification.

Panel Member Contractors will be self-sufficient in terms of providing all labour, plant, materials, equipment and consumables etc., to carry out the WUC.

The Contract includes the provision of traffic control devices and traffic controllers by Panel Member Contractors, as required.

WUC may be required at multiple locations requiring multiple establishments across the Narrabri Shire LGA.

The Contract will be delivered via a schedule of rates panel tender arrangement and the Contract period is from 1 August 2025 to 30 June 2026 with an additional one (1) year optional extension period to 30 June 2027 at the sole discretion of the Principal.

Panel Member Contractors will be engaged by the Principal to undertake WUC based on a separate Work Order in accordance with their tendered rates, availability, etc.

The best value Panel Member Contractors, if available, will be engaged via a separate Work Order, however the Principal will not be bound to engage any Panel Member Contractors or the Panel Member Contractor with the lowest tendered rates.
