Tender Description
The New Zealand Treasury commenced a multi-year programme of work to review and update the Better Business Case (BBC) and Gateway frameworks to ensure these are fit for purpose, are delivering value for Ministers, and are aligned with international best practices.
As part of Tranche 2 reforms that is due to be completed by December 2025, the New Zealand Treasury is updating the BBC templates and guidance. We are seeking respondents with the capability, capacity and track record to deliver this update.
The New Zealand Treasury is committed to upholding its obligations under Te Tiriti o Waitangi (the Treaty of Waitangi). The successful provider will be expected to incorporate te ao Māori perspective in delivering these services.
We are not looking for a provider to replace the Better Business Case framework or create additional business case stages.
