Tender Description

The procurement process seeks to appoint a builder/s to deliver 120 “Turnkey” homes over 4 years using modern methods of construction (MMC), across metropolitan Adelaide and regional South Australia on land owned by the State Government.

This EOI is part one of a potential two stage procurement process and welcomes partnerships between MMC manufacturers and builders. To be considered for Stage 2, participation is required in Stage 1.

Scope: 

The preferred builder will be engaged to deliver 120 houses over a 4-year period. The scope of work will be further detailed in Stage 2 of this procurement process; however it is anticipated that the following will apply.

The successful builder will be responsible for the full turnkey delivery of homes on nominated sites, including the manufacture, transport, installation (including footings and connections), and all associated on-site works.

This model consolidates responsibilities under a single contract to streamline project delivery.

The scope includes:

• Design development to meet (or substantially comply with) the Design Guidelines

• Lodgement and management of development applications through to approval

• Manufacture and off-site construction of the dwellings (panelised or volumetric modular)

• Transport and cranage to site

• Installation, including footings or slabs.

• On-site works, including but not limited to:

  • Garages, driveways, and footpaths

• Fencing and landscaping

• Civil and siteworks

  • Civil and bulk earthworks
  • Service connections
  • Retaining Walls.

Provisional sums may be used for specific elements such as transport and site works, with these costs to be validated post-contract award and converted to fixed lump sums prior to commencement.

To support this model, SAHT will provide due diligence information for each site, including:

• Preliminary design site plans

• Feature and level survey data

• Geotechnical investigations

• Planning guidance

Builders will be expected to validate this information and develop a full design response for approval.

The Trust will be responsible for:

• Land availability

• Land division progress and payment

• Infrastructure upgrades in public roadway

• Approving the designs and typology

• Determining substantial compliance with the Design Guidelines

The houses will be constructed on Trust-owned land, or other State-Government owned land. It is anticipated that a common house design will be delivered across multiple sites, to achieve time and cost efficiencies. The majority of these homes will be two-bedroom, however there will likely be an opportunity for a small number of four-bedroom homes to be included, in both typologies these could be single-storey or two-storey (townhouse type) homes. EOI respondents may also provide details of other housing typologies including mid-rise/missing middle options.
