Tender Description
The construction sector in Aotearoa New Zealand is one of the five high-risk sectors ACC wants to focus on to address the growing cost of work-related injury claims by the working-age population. Each year, the construction sector contributes around 36,000 claims (16% of all workplace claims), costs $229 million (17% of workplace claims costs), and accounts for 890,000 workplace weekly compensation days (19% of total weekly compensation days).
Injury claims in the sector are concentrated in high-risk trades such as residential construction, plumbing, roofing, and painting, with soft tissue injuries and internal sprains accounting for the majority of claim costs; the most affected demographic includes males aged 20–29 (highest frequency) and 30–39 (highest cost), with common injuries to the lower back, hands, knees, and shoulders.
The sector is complex and largely composed of small businesses, with 40% employing fewer than 20 workers. Evidence from injury data and sector consensus highlights key factors for increasing the risk of injury include training, leadership, and safety culture.
An injury can profoundly impact a person’s way of life, their independence, and their connection to work. It has ripple effects on those around them – on their whānau, their employer, their workmates, and their communities.
ACC works with trusted partners on injury prevention initiatives that reduce the incidence and severity of injuries and harm they cause. Reducing preventable injuries also helps ensure cost-effective rates for levy payers and that the Accident Compensation Scheme is here for generations to come.
ACC is seeking to understand the number and type of organisations in the construction sector that are/ or have / or could implement initiatives aimed at reducing the incidence and severity of injuries within the New Zealand construction sector.
We want to hear from organisations that can:
• delivering measurable claim savings in the New Zealand construction sector (our target is to save between 3,699 and 4,099 claims by 2036);
• using evidence to target areas that will have the greatest impact – eg injury types, sub-sectors, business size; and
• ensuring sustainable long-term improvements in health and safety practices for construction workers and businesses.
