The National Capital Authority (NCA) is seeking to engage suitably experienced consultants to undertake the review and update of existing Heritage Management Plans (HMP's) for four Commonwealth Heritage listed places - Acton Complex, Blundells Cottage, Lake Burley Griffin and Adjacent Lands and Old Parliament House Gardens.

The NCA has prepared HMP's for its 21 Commonwealth and National Heritage places in accordance with Section 341S of the Environment Protection Biodiversity and Conservation Act (1999) (the EPBC Act).

The review and update of the existing HMP's for these four places is to be undertaken in accordance with Section 341X(1) of the EPBC Act, which requires the review of an existing HMP at least every five years to assess for consistency with the Commonwealth Heritage management principles, and its effectiveness in protecting and conserving the Commonwealth Heritage values of the place.

Other Instructions:

Respondents may bid to deliver one or more of the HMP's identified in the ATM. Respondents are to clearly outline which HMP is included in the proposal and whether the proposal is contingent on being awarded all or a specific HMP. The respondent acknowledges the NCA may:

• award contracts to one or more supplier
• award contracts for some or all of the HMP's
• select a single supplier to deliver some or all of the HMP's or select a combination of suppliers to deliver HMP's
• accept all or part of the proposal submitted, at its sole discretion

To present HMP's in a more consistent manner, a HMP template comprising a standard HMP format, layout and graphic; Table of Contents; and Conservation Policies, Actions and Implementation table has been developed by the NCA. These are to be used to prepare the HMP's and are attached to the ATM.
