Request For Quote - Uralla Growth Management Strategy & LEP Review

Uralla Shire Council is seeking to prepare a comprehensive Growth Management Strategy (GMS) and undertake a review of the Uralla Local Environmental Plan (LEP 2012), culminating in the submission of a Planning Proposal to the Department of Planning, Housing and Infrastructure for Gateway Determination. This project will deliver strategic and statutory planning outputs to guide residential, rural, and employment land use decisions and support sustainable growth across the Shire.

This procurement has been made possible with funding from the NSW Regional Housing Strategic Planning Fund (RHSPF), which will contribute to the cost of the residential land-use and planning proposal preparation components of the work. Council is concurrently funding a broader scope of strategic planning work that includes rural lands, employment lands and a place-based structure planning framework for Uralla township.

The optimal outcome for Council is to engage an experienced strategic planner (or a small, dedicated team) who can operate in a semi-embedded role, work collaboratively with Council staff, and lead the delivery of both the GMS and LEP Review. However, Council welcomes submissions from individual practitioners, small firms, and larger multidisciplinary consultancies. Flexible delivery models including subconsulting or coordination of technical specialists are permitted.
