This Tender is invited by the Issuer.
Assess the program’s delivery confidence across the following areas:
- Transformation Vision - Purpose, Business Case and Benefits
- Governance and Leadership - Executive Support and Governance Effectiveness
- Capability and Engagement - Resource Management and Capability - Stakeholder Engagement
- Delivery Management – Schedule, Cost and Finance, Scope and Change Control, Risk Management, Commercial Management
- Solution – Technology, Solution Context, Deployment and Sustainability.
•Establish the relevant delivery confidence rating, ranging from Low to High.
•Work with the Department regarding the duration and timing of the Reviews.
The first Review is to be conducted in the week commencing Monday 21 July 2025 and completed by Friday 25 July 2025. A half day planning meeting will also be required before the commencement of the Review to discuss documentation, interviewees and logistics.
Anticipated Deliverables
• Half day planning session to be held prior to the commencement of the review.
• Interviews with stakeholders to be conducted from 21 July to 23 July 2025.
• Briefing and draft report to be delivered 24 July 2025 to the SRO.
• Final report (and further briefing if required) to be delivered 25 July 2025.
• SRO updates to be provided daily to the SRO.
• Similar timetable each following July 2026 and 2027. Expectation is the review will be completed within a week as per Gateway reviews.
Assurance Review Approach and Support
• A Delivery Confidence Assessment approach is envisaged with focus on the objectives and scope identified above.
• The ability to conduct delivery confidence assessments and demonstrate technical knowledge and proficiency in ICT fit out uplift is essential.
• The department will facilitate the provision of documentation, interview scheduling and provide meeting rooms as required, noting that some of the meetings may be conducted virtually via Microsoft Teams.
• The successful vendor will provide their own equipment (e.g., laptop) and necessary tools to complete the review.
