Dear Respondents,
Flinders University is pleased to announce the release to market for a Parking Solution and Services for its Bedford Park campus. This procurement process represents an exciting opportunity for qualified suppliers to contribute to the University's goals.
The purpose of this process is to identify and engage a supplier who can meet the University's high standards of quality, efficiency, and innovation. We are looking for partners who share our commitment to excellence and can deliver outstanding results.
The scope of work for this procurement process is included in the process documents (PART A) and details specifications and requirements.
Scope:
Permits are applied for and approved automatically through single sign on (SSO) authentication through Okta. The University uses the following software packages for staff and students
• Ascender - payroll software.
• Service One – request management.
• Workday – Staff management
• Tech1 – Student management
The only permits that require manual approval are residential permits and Senior Executive permits.
Most car parks have dynamic Variable Message Signs (VMS) signs displaying the number of vacancies in each through vehicle detection devices at the entries and exits. Some car parks also have inground and / or laser vehicle detection sensors.
Enforcement of non-compliant parking is carried out manually or with a mobile Licence Plate Recognition (LPR) system through a 3rd party contractor.
The parking control system software is currently supplied and maintained by separate contractors with minimal integration. The parking control system consists of the following:
• vPermit – Parking permits for staff and students
• vCompliance – Enforcement software
• CellOPark - Phone App software for parking payments
• Ezicom – Parking management software
• Aero Ranger – Mobile Licence Plate recognition software
• Holman Engineering – Parking guidance software.
The Scope of Works, Performance Specifications and Required Outcomes have been prepared for the effective upgrade and implementation of the car parks and management for the University. Respondents are required to provide the design, supply, installation, commissioning and maintenance of the works as part of their submission in accordance with the performance specifications.
Respondents are to satisfy themselves of all site conditions and system requirements to provide a complete response to the procurement process.
Any omissions of works or equipment will not constitute a variation in the fixed price of the tender submission or project, if the contract is awarded.
Our evaluation criteria will focus on several key areas as specified within the process documents. We encourage all Respondents to carefully review the criteria and ensure their proposals address each aspect comprehensively.
To participate in this procurement process, suppliers must submit their proposals by the deadline specified in Part B Attachment One. Submissions should be sent electronically via Tenderlink and must include all required documentation as specified in the process documents.
