Council is seeking to engage a suitably qualified/experienced contractor to be responsible for the transport and compliant disposal of biosolids from the Ballina, Lennox Head, and Alstonville Wastewater Treatment Plants for a period up to three (3) years.
The successful tenderer will collect the biosolids and transport them to NSW EPA compliant sites where they can be beneficially used, complying at all times with the NSW EPA Environmental Guidelines Use and Disposal of Biosolids Product, 2000 (Biosolids Guidelines).
This request for tender is for a schedule of rates for the removal of biosolids from each of these sites. The scope of works describes each of the wastewater treatment plants, the type of biosolids to be removed.
Council does not guarantee the annual amount or frequency of biosolid collection estimated in the scope of works, nor does Council guarantee a minimum annual amount of biosolids will be available for collection. Current estimates are:
- Ballina : 400m3 per collection; collections every 8 weeks
- Lennox Head : 30mt per collection; collections twice per week
- Alstonville : 300m3 per collection; collections every 3 months
It is anticipated that the Council will, at some stage, locate and assess other sites in the Ballina Local Government Area (LGA) for the beneficial use of the biosolids product in accordance with EPA Biosolids Guidelines. (e.g. Ballina Resource Recovery Centre). Once Council has identified other sites for disposal, the Contractor may be asked to transport the product to these assessed sites. There is no expected timing for this to occur.
Biosolids can be loaded directly onto transport at Lennox Head Wastewater Treatment Plant via a conveyor belt running from a storage hopper.
Successful tenderers will need to arrange appropriate loading plant for loading (excavator) from stockpiles at Ballina and Alstonville wastewater treatment plant.
Prospective tenderers are encouraged to take the opportunity to visit collection sites to familiarise themselves with the conditions, location of works of sites, amenities and other relevant details.
