Tender Description

Hilltops Council invites tenders from suitably qualified and experienced contractors for the supply of smart water meters and to undertake a telemetry system upgrade across the Hilltops Local Government Area (LGA).

The scope of work includes the following stages:

Stage 1 - Supply, Installation and Commissioning of Telemetry Devices

This stage involves the supply, installation and commissioning of telemetry devices that enable remote data collection and transmission. Devices must be fully compatible with the smart water meters provided under this contract and be capable of integration with Council's existing enterprise resource planning system.

Stage 2 - Supply of Smart Water Meters

This stage involves the supply only of smart water meters. The meters must:

-Be suitable for both residential and non-residential applications (20mm to 150mm).

-Be capable of interfacing with Council's enterprise system.

-Be compatible with the telemetry infrastructure supplied in Stage 1.

-Be accompanied by full product specifications and warranty information.

The successful tenderer must also provide training for Council staff on the configuration, operation, and troubleshooting of the meters and telemetry system.

Stage 3 - (Option) Installation of Smart Water Meters

This stage involves the physical installation and commissioning of smart water meters and associated retrofit devices. Tenderers must submit a separate, clearly itemised price for installation services as part of their tender submission. Council will assess the cost-effectiveness, practicality, and efficiency of outsourcing this work compared to undertaking it internally.

Based on the responses received, Council may elect to exclude Stage 3 from the final scope of work.

Stage 4 - Ongoing Technical Support

The successful contractor must provide a minimum of 12 months of ongoing technical support following the completion of commissioning. This includes assistance with system functionality, performance issues and integration support with Council systems.

All works are to commence within 21 days of contract award and be completed by 30 June 2026.
