Lane Cove Council is calling for Tenders from suitably qualified contractors to undertake a project of remediation of contaminated land & construction of a replacement boardwalk in Ventemans Reach Bushland Reserve. Council is seeking one head contractor to oversee both components (remediation & boardwalk construction) using relevant sub-contractors where necessary.
Ventemans Reach is located along the Lane Cove River in Lane Cove West. The project area covers Casuarina & Mangrove Forests with a dilapidated boardwalk over contaminated land & mangrove.
The site is contaminated with elevated concentrations of heavy metals (particularly lead), total recoverable hydrocarbons (TRH),
polycyclic aromatic hydrocarbons (PAHs) and asbestos (bonded and friable) in soil, and asbestos fragments on ground surface.
A Remediation Action Plan (RAP) has been prepared.
Access to the site is difficult with no direct vehicle access. Three possible access options (land or river) have been outlined with the preferred option to go through an adjacent Data Centre property. It is up to the contractor to organise permission for access over private property.
The project will include remediation and boardwalk construction works which are summarised as follows:
Remediation Works
The remediation works include 2 stages:
• Removal of surface/loose asbestos containing material 5m to the landward (eastern) side of the boardwalk and off-site disposal to an EPA licensed waste facility; and
• Creating a capping layer for a distance of 5m to the landward side of the boardwalk (excluding mangrove area) to manage contaminated soil;
Boardwalk Construction Works
The boardwalk construction works include:
• Installation of a new boardwalk constructed according to the previously prepared landscape architect drawings & structural designs.
Council has already gained an approved Development Consent with Conditions for this project. The successful contractor is to engage a private certifier to obtain Construction Certificate and follow all conditions resulting from the DA
Scope and order of works to include:
• Obtain a Construction Certificate as per approved Development Consent conditions
• Preliminaries
• Site establishment, works set-out and implementation of environmental controls (including sediment and erosion controls)
• Vegetation clearance including shrubs, weeds and exotic vegetation, and minor clearance of native vegetation (Casuarina glauca)
• Removal of surface ACM fragments and other wastes, including asbestos clearance by Licensed Asbestos Assessor (LAA), to be engaged by the remediation contractor
• Demolition and offsite disposal of existing boardwalk
• Install footings for boardwalk construction
• Capping layer installation
• Boardwalk construction
• Planting and maintenance
• Demobilisation, including removal of temporary signage, fencing and erosion controls
