Tender Description

The City of Bayswater ("the Principal") is a WA local government located approximately eight kilometres north-east of the Perth CBD. It includes the suburbs of Bayswater, Bedford, Embleton, Morley, Noranda, Maylands and parts of Mount Lawley and Dianella.

The Principal has joint responsibility with the Department of Biodiversity, Conservation and Attractions (DBCA) for the preservation and management of the section of the Swan River/Derbarl Yerrigan from Bayswater through to Mt Lawley.

As part of its 10 Year Foreshore Plan, the Principal has been working with the DBCA and a specialist consultant to develop foreshore restoration designs for three project sites: Riverside Gardens and Hinds Reserve in Bayswater, Tranby Reserve and Bath Street Reserve in Maylands, and Bardon Park in Maylands.

The overall project aims to conserve and enhance natural ecology and cultural heritage, stabilise the riverbank, formalise connections and access to the river, and undertake future planning for public infrastructure and recreational areas.

The priority is for stabilisation to prevent further erosion by repairing previously installed control structures and improve the built elements.

This Request includes the entirety of Tranby Reserve and the Bath Street Reserve and will be carried out in four zones with focus on the foreshore between the current principal shared pathway and the river.

The works include preparation of a Construction and Environmental Management Plan, site preparation and set out, vegetation and fauna management, surface water and sediment management, clearance, tree and shrub removal and in situ mulching, partial demolition of fencing and redundant pathways, relocation of artefacts and furniture, preliminary weed control and ongoing weed management during the works, earthworks limited to embankment regrading to specified areas and levels, following tree removal and topsoil reuse and fine grading, supply and installation of bioengineering structures and rockwork, supply and installation of temporary irrigation, supply and spreading of additional mulch, planting of tube stock and advanced trees (stock to be provided by the Principal), and supply and installation of fencing.

The initial establishment period is anticipated to be 13 weeks, followed by a three-year maintenance period.
