Tender Description

The purpose of this EOI is to identify interested organisations of a Medicare Urgent Care Clinic (MUCC) within Mount Gambier.

This is a two-stage procurement process. Organisations must respond to the expression of interest (stage one), to be considered for progression to the Request for Tender/Proposal stage (stage two). Country SA PHN also reserves the right to identify most capable providers from the EOI process and use a direct approach to co-design services and complete contract negotiations.

The MUCC service model builds on the successes and learnings from experiences to-date in the national roll out of this program.

The Mount Gambier MUCC will:

  • Be equipped to treat urgent, but not life-threatening conditions, as outlined in the Medicare UCC

Operational Guidance

  •  Be based in existing general practice clinics, community health centres or Aboriginal Community Controlled Health Services.
  • Provide minimum staffing of a General Practitioner, a registered nurse and a staff member to undertake receptionist duties at all times, as outlined in the UCC Operational Guidance (Attachment 1).
  •  Be eligible for an exemption from subsection 19(2) of the Health Insurance Act 1973, which prohibits the payment of Medicare benefits where other government funding is provided for that service.
  •  Operate 7-days, extended hours and accept both booked appointments and walk-ins.
  • Provide bulk-billed urgent care and ensure timely access to pathology and radiology services resulting in no out-of-pocket expenses to the patient.
  • Be flexible and responsive to the needs of the local community.
  • Treat minor injury and illness conditions that do not require hospital admission e.g. simple fractures, wounds, minor burns.
  • Provide high-quality, safe and effective urgent care services in the community.
  • Provide an escalation pathway agreed in writing with the nearest public emergency department.
  • Enter into a data sharing agreement with the Australian Government Department of Health, Disability and Ageing ahead of opening and agree to participate in the UCC program evaluation.

The MUCC will operate in accordance with the Department of Health, Disability and Ageing Medicare UCC Operational Guidance (document 1), Onboarding Pack document 2), and Data Onboarding Pack (document 3).
