Tender Description

Project goals

Open market Expression of Interest (EOI) to identify qualified and capable contractors that meet the functions and specialisations required by Sydney Water (SW) leading to a Selective Request for Tender (RFT) for the provision of Non-Destructive Digging (NDD) Services. Sydney Water (the Client) provides water and wastewater services to customers located in its area of operations (Sydney, the Blue Mountains, Illawarra, Kiama and Shellharbour). The Client performs a range of planned and reactive works at multiple sites 24 hours a day, 7 days a week, 365 days a year, on its water and sewer infrastructure assets. The Client is seeking a Service provider/s to provide Non-Destructive Digging Services on a temporary hire basis (Services) to support planned and reactive works. Reactive Work requires the Supplier to attend site and provide Services within 2 hours from time of requesting the services. Planned work means the provision of Services that are not Reactive Work.

Scope

The scope of work includes provision of Non-Destructive Digging (NDD) Services which includes all necessary resources and equipment (including safety equipment) necessary to provide the Services at multiple sites anywhere within the Client’s area of operations up to 365 days a year, 7 days a week, 24 hours per day. The scope of works includes: 1. Provision of a designated team to coordinate the delivery of Services on a 24/7/365 basis. 2. Liaison with the Client’s staff and/or other Client contractors to meet their Service requirements. 3. Supply of all required non-destructive digging trucks, operators, labour, and materials (including safety equipment) necessary to perform services at multiple sites within the Client’s operational area, available 365 days a year, 7 days a week, 24 hours per day. 4. For reactive works, the supplier is required to respond and have the non-destructive digging truck arrive on-site within two (2) hours of being contacted. 5. Delivery of non-destructive digging trucks with operator to the Site within the required response time including ‘floating’ of plant. 6. Removal and disposal of excavated material at an approved disposal facility. 7. Assessment of Operator competency in the use of Equipment. 8. Conducting safety and quality audits of sub-contractors. Opportunity requirements

1. Requirements specific to the opportunity:

To be eligible to apply for this EOI, the Supplier must meet the following mandatory requirements and email supporting documents to Nalini Poonam (nalini.poonam@sydneywater.com.au) 1. Work, Health and Safety a. ISO45001; OR b. Office of Federal Safety Commission (OFSC accreditation). 2. Organisational structure demonstrating the dedicated workforce to operate within Sydney Water’s area of operations including metropolitan Sydney, Blue Mountains, and Illawarra with 24/7 (365-day) capacity to provide customer support and delivery and collection of Non-Destructive Digging Equipment and Services. 3. Chain of Responsibility (CoR) as per the Heavy Vehicle National Law (HVNL). a. CoR procedure / policy; b. Your system is tested to ensure your company (any affiliated subcontractors) abide by the Heavy Vehicle National Law (HVNL). 4. Ability to provide 80% of the schedule of rate items for Non-Destructive Digging (Complete and submit the attached "List of Plant & Equipment - NDD"). Demonstrated ability with case studies and references to deliver plant and equipment within specified timeframes for reactive works and planned works. 5. Quality Management System a. Certification to AS/NZS ISO 9001:2000 or equivalent 6. Submit supporting documents to demonstrate your ability to operate across all Sydney Water sites in its area of operations i.e. Sydney metropolitan area, Blue Mountains, Illawarra, Kiama, and Shellharbour LGA? 7. Submit supporting documents to demonstrate your capacity to provide on a temporary hire basis for 24/7/(365 days) provision of Non-Destructive Digging services to support Sydney Water maintenance activities across all of Sydney Water sites in its area of operations? 8. Submit supporting documents to demonstrate your capability to respond to Reactive work to provide Non-Destructive Digging Services across all of Sydney Water area of operations? Reactive Work is work that requires the Supplier to attend Site to provide the Services within 2 hours of having received either a phone call, email or Task Order (whichever occurs first) requesting the Services.
