Introduction

The Hills Shire Council wishes to engage the services of a suitably qualified and experienced Contractor to provide utility and carbon monitoring and reporting services for council’s electricity, gas, water and other fuel sources to achieve our sustainability goals.

Background

Council is seeking quotes from utility management services to understand the levels of services utility management systems can offer and how we can incorporate these systems into our current reporting requirements and improve efficiency across departments.

Council is interested in the different packages that are on offer and if they can be incorporated into current council systems to enable council to better manage our utility billing and emission reporting. Council manages many different assets with 100’s of electricity, gas and water bills attached to these assets. We are seeking a system that can track, manage and enable Council to monitor all our utilities for all assets and greenhouse gas emissions in one place.

Scope of Work

The work as covered by this contract include, but not limited to the following:

1. Emissions Data Management

• Calculate Scope 1, 2 & 3 emissions for each utility / fuel from consumption data for each asset

• Align to national frameworks for reporting requirements

2. Consumption and cost tracking

• Monitor usage, consumption and cost for electricity, gas and water assets

• Enable customisable reports with flexible comparisons

• Conducted reviews on billing contracts and tariffs

3. Project tracking and reporting of activities

4. Provide tracking of energy and water savings activities inc. emissions, Access interval data for digital meters inc. electricity, water and gas (where available)

• consumption and cost savings. Where possible show ROI

5. Ability to model emissions reduction scenarios

Optional items to include but may not be included in final contract

6. Data validation, monitoring and collection

• Validate all billing data for all electricity, water and gas

• Provide alerts and notifications for anomalies

• Provide a simplified validation/approval process for all accounts for multiple bill approvers
