Tender Description
The Principal is seeking Tenders from suitably qualified and experienced Contractors to undertake Design and Construction of Berridge Park Precinct Redevelopment.
SCOPE OF WORKS - DETAILED DESIGN
The design scope is to be undertaken by a suitably qualified and experienced consultant or team of consultants with a proven track record in delivering youth recreation spaces. It is a requirement that the design intent of the approved Berridge Park Precinct Final Concept Plan, Berridge Park Design Guidelines and all details contained within this document are maintained within the detailed design scope of works.
As the project is being funded by external streams, the following numbered elements are required inclusions of the project. Tenderers shall clearly identify any omissions, alterations or additions including details of any value engineering processes within their submission to deliver the project scope within the nominated budget:
1. Skatepark:
The proposed skatepark is to be a contemporary insitu concrete facility designed and constructed by an experienced specialist designer with a proven track record of delivering functional and iconic skate spaces. The skatepark is to include but not be limited to –
• Reinforced concrete skatepark with galvanised steel copings
• Three key skate areas – Bowl, Street & Flow
• Bowl to allow competitions and include standout ‘over vert wave’ feature and open entry point. Must include a diverse range of transitions from 1.5m – 4.5m
• Street area to allow beginner and advanced sized rails and ledges, maintain open space flow and include skate rock features
• Flow area to create key linkages between bowl and street areas and include a range of transitions 0.75m – 2.1m, extensions, hips, blends, tacos, spines and pockets
• Integral coloured concrete throughout
• Sufficient seating to platform areas
• Spectator standing and observation areas (demonstrate circulation & safety requirements)
• Sufficient grading and drainage to ensure surface run off and optimum drying times after rain events
• Skatepark must allow day to day usage and events with the consideration of high usage during park tourism seasons
• Safety signage & wayfinding
2. Playground
The proposed playground is to be a contemporary facility designed by an experienced specialist designer with a proven track record of delivering functional and iconic playground and playspaces. The playground should provide three key zones for different age groups and abilities.
These include an accessible and sensory zone, preschool zone (2-5 yrs) and junior and pre-teen zone (6-12 yrs). The playground shall include but not be limited to –
• Dry creek bed imaginative play feature (including landscaping and boulders)
• Flying fox
• Timber play towers
• Accessible swings & basket swing
• Nature play with soft plantings & rock boulders
• Raised play mounds with scramble nets, slides, climbing and ropes
• Cubby house
• Sand pit
• Sensory play
• Accessible play features
• Rockers
• Imaginative play features
• Blue Wren sculpture features
• Combine Softfall, sand and mulches to provide safety attenuation surfaces where required in line with the relevant Australian Standards
• Include timber, soft landscaping and hardstand pathways to create natural and inviting entries and interfaces
• Safety fencing (if required) that does not impede on the natural aesthetic or inviting environment
• Safety signage & wayfinding
3. Multipurpose Court Zone
To include but not be limited to –
• Full sized basketball court
• Multi use game goal frames
• Netball hoops
• Line marking with additional games – 4 square, hopscotch etc
• Super graphics (ensure application does not impact on required slip resistance)
• Minimum 2m circulation zones around court
• Terrace spectator seating with timber infills
• Fencing where required to capture wayward balls
• Safety signage & wayfinding
4. Bouldering Wall Zone
To include but not be limited to -
• Freestanding concrete wall approximately 25m long, varying heights from 1.5m – 4m high with windows and cavities to incorporate Crime Prevention Through Environmental Design Principles (CPTED Principles)
• Rubber climbing moulds
• Beginner and advanced features including routes, height changes and over hangs (routes to be determined by specialist consultant)
• Softfall area with attenuation as per relevant Australian Standards
• Concrete spectator seating with timber infills
• Paint installation to allow the use of the reverse side of the wall as a hit up wall
• Anti climb feature along top edge of wall
• Safety signage & wayfinding
5. Table Tennis Zone
To include but not be limited to –
• Powder coated outdoor table tennis table
• Clear demarcation of area with colour and supergraphics
• Concrete spectator seating with timber infills
• Soft planting and fencing to prevent stray balls
• Signage and way finding with instruction on racket and ball supply
6. New Public Amenities Building
The public amenities building shall be a prefabricated building and is to include but not be limited to –
• 2x Standard unisex cubicles
• 2x Ambulant unisex cubicles
• 1x Universal Access cubicle
• 1x baby change table (located in the Universal Access cubicle)
• Hand washing provisions
• Hand drying provisions
• Rubbish solutions
The Shire of Denmark is currently waiting on the outcome of a grant for a Changing Places facility. If successful, this will be co-located/incorporated into the proposed new amenities building. A Provisional Sum to include a Changing Places Shower and Toilet model should be provided (see Attachment D for indicative design). An accredited Changing Places consultant will need to be engaged to verify compliance if the facility goes ahead. As an Access consultant will be required for the overall project, consideration to the appointed consultant with this credential should be given.
7. Shade Structures
To include but not be limited to –
• 2x large (minimum 6m x 4m) shade shelters to provide cover to BBQ & picnic table areas
• 3x shade sails within play space to provide cover to seating and infant play areas
8. Additional Furniture
Additional furniture within the precinct is to include but not limited to -
• Minimum 3x drinking fountains with bottle refill
• Minimum 7x picnic tables or similar
• Minimum 2x outdoor chess tables
• Minimum 3x double bin enclosures – one for each key zone.
9. Bush Tucker Gardens & Yarning Circle
To include but not be limited to –
• Edible plants with informative signage and wayfinding
• Yarning circle with granitic sand base, concrete kerb edging and large rock boulder seating
• Consultation with First Nations peoples on location of Yarning Circle and Bush Tucker plant species
• Interpretive signage
10. Landscaping & Accessible Pathways
Landscape planting shall consider the use of plant and tree species (endemic to the area and in line with the Shire’s plant species list as appropriate). A landscaping plan including plant identification and species will be required and will be approved by the Superintendent prior to landscaping works being undertaken. Planting design is to be low maintenance and appropriate in terms of species selection vs its location adjacent to active recreation areas.
Plant species selection adjacent to playground to consider attraction of bees and the suitability of these plants close to younger children with possible allergies. Planting palette adjacent to the skatepark to consider species that have minimal leaf drop and fruit or seed pods as these can significantly hinder the functional use of the skate area.
Other items to consider within the landscape and accessible pathways include but are not limited to -
• Refurbishment of the existing amphitheatre to be more functional while integrating into the wider precinct design including additional seating for local performances.
• Path network to have a hierarchy with key access paths being a minimum 2m wide with accessible grades – consultant to demonstrate consideration to low CO2 concrete where possible and not impacting required surface finish or longevity of the product.
• Informal riverside footpath to be included in precinct wide path network – new or refurbished.
• Seating at top of riverbank to be considered
• Lawn areas around all active areas to be minimum 1:4 grade appeasing maintenance requirements
• Reticulation
• Consultation with local artists and First Nations artists to provide 3 x public art installations
• Bicycle parking
11. Lighting, Security & Connectivity
Precinct lighting is to be installed to the skatepark, multi-use, pedestrian pathways, social areas and amenities building. The Shire of Denmark would prefer to use renewable energy lighting where possible. Solar lighting can be utilised for the pedestrian pathways and social areas within the precinct and are to remain on throughout the night to always ensure user safety. The lighting strategy will require investigation and reporting to demonstrate minimal impact on wildlife at night.
Skatepark lighting will require a minimum coverage of 150lux across the facility with the elimination of shadows and all dark spots. This level of lighting creates a safe environment for end users and investigation in the requirement of a new distribution board within the site will be required to be undertaken by the Contractor. The multi-use courts will require a minimum coverage of 150lux across the court surface. Skatepark and multi-use court lighting is to be controlled by a timer with lights turned off at approximately 10pm. Contractor to provide safety measures to ensure end users are warned oflights nearing time of being turned off.
Provision for public Wi-Fi, CCTV security, power outlets for events and USB charging capabilities in furniture shall be incorporated into design.
12. Andre Steyl Memorial
Andre Steyl was the founder of the Denmark Arts Markets which were held in Berridge Park for many years. The Shire of Denmark would like to honour him in some way, shape or form within the redevelopment of the park.
The design/extent of this memorial shall be a collaborative process steered by the lead design consultant in consultation with the Shire of Denmark and the Denmark Arts community. A Provisional Sum for this element shall be provided in the Price Schedule.
The Request for Tender (RFT) process and requirements are detailed in the request documents. The closing date and time is 2.00pm AWST Wednesday 6th August 2025.
