Project goals

Council (the Principal) is seeking Expressions of Interest (EOI) from appropriately qualified and experienced Contractors to operate a commercial cafe service from the Senior Citizens Building located at Corbett Gardens, Bowral during trading hours of the Tulip Time Festival event in 2025.

Scope

Council (the Principal) is seeking Expressions of Interest (EOI) from appropriately qualified and experienced Contractors to operate a commercial cafe service from the Senior Citizens Building located at Corbett Gardens, Bowral during trading hours of the Tulip Time Festival event in 2025.

The Tulip Time Festival held in Corbett Gardens in Bowral is a ‘flagship’ event, held annually in the Southern Highlands. This event is organised and delivered by Wingecarribee Shire Council with the assistance of Mittagong-Bowral Rotary Club and several local businesses. The festival attracted over 70,000 visitors from all over Australia in 2024 and involves the mass planting of over 80,000 tulip bulbs and annuals. During the festival Corbett Gardens also plays host to a variety of market stalls and daily entertainment.

 In 2025, the festival will operate over 25-event days opening daily between 9:30am – 4:30pm. Extended opening hours will be offered on each Saturday evening of the event until 6.00pm.

3. Mandatory - Public Liability Insurance - minimum $20 million

Insurance against the death or injury to any third party or parties or loss of or damage to any property including loss of use of property whether it is damaged or not whatsoever caused during the course of the contract. The policy shall have a limit of indemnity of not less than the amount indicated for any one occurrence.

4. Mandatory - Workers Compensation Insurance

Workers Compensation/ Personal Accident and Illness Insurance or Personal Income Protection.

Insurance against any death of or injury to persons employed by the Supplier as required by the Workers Compensation Act 1987.

In the event of the Contractor being a Sole Trader or Partnership, the Contractor must provide Council with a copy of either a Personal Accident and Illness Insurance Policy or a Personal Income Protection Policy.
