A lighting study and strategy that promotes pedestrian safety, amenity, way finding and enhances peoples’ experience of the Penrith and St Marys City Centres at night is required. The strategy will contribute to the identity of the place and serve as a medium to creating a safer space for residents, workers and visitors at night.

The project will meet the following objectives to:

• Understand the current pedestrian lighting levels in identified study areas.
• Identify options for pedestrian lighting treatments in the study area.
• Identify opportunities for creative lighting in the study area.
