Tender Description

This project seeks to address an identified modelling data gap as a key foundational activity under Phase 1 of the Reefwise Urban Program.

Scope of Works

The objective of the project is to develop whole of urban footprint-scale MUSIC models for identified priority Reef catchments. Priority catchments have been selected to ensure the project will result in most of the major urban centres in Reef catchments having access to a whole of footprint-scale MUSIC model.

The identified priority catchments and their corresponding local councils for which individual MUSIC models are to be developed are provided in the Approach to Market documentation.

Specific tasks will include:

1. Engagement with each identified priority local council to confirm participation in the project and obtain relevant data.

2.  The development of a MUSIC model for each identified urban catchment (10 in total). This may include:

  • Developing a project plan to define the project scope, including the identification of catchment boundaries, land use types etc. This should also include investigation of the need to update any existing MUSIC models for the major urban centres in Reef catchments (i.e. Townsville). If an update is required it should be reflected in the total cost.
  • Data collection and site analysis, including rainfall data, topographical data, soil characteristics, land use data, location and nature of stormwater treatment systems in place, water quality monitoring data, etc.
  • Building the MUSIC models.
  • Calibrating the MUSIC models with local primary data.
  • Documenting the MUSIC models and preparing a summary report which includes:

        -the model development steps

        - current urban land use nutrient and sediment load contributions for each catchment/Local Government Area (LGA)

        - any lessons learned

        - an assessment of each council’s ongoing model maintenance requirements and any model maintenance training needs, including recommendations for a model      maintenance delivery framework.

3. Investigation of the need to update the existing MUSIC model for the Townsville LGA and provide details in the project plan and separate costings for this update if one is required.

4.  The delivery of a presentation of the MUSIC modelling outcomes to each participating council.

5. The provision of MUSIC models for each catchment to the Paddock to Reef Program team, in a format suitable for incorporating into the SOURCE catchment loads model.

6. The provision of an LGA-scale MUSIC model to each participating council.

The following are out of scope:

  • The development of MUSIC models for Reef catchments not deemed priority urban catchments (as listed above) or catchments outside the broader Reef catchment.
  • The development of types of models other than MUSIC.
  • The delivery of comprehensive training in maintaining and updating MUSIC models.
  • Use of the developed models to test scenarios, inform future planning or maintenance of the models.

Substantial additional monitoring data collection to validate the models.
