DPS is seeking to engage the services of an Independent Assurer to assist in strengthening the governance arrangements of its three NPP initiatives, by providing an independent perspective to the individual Program Executives, Parliamentary Digital Transformation Board, and DTA on each of the three Program’s progress and overall health.

The Independent Assurer will be responsible for:

• Conducting and reporting on program assurance activities to the Program Executive and Parliamentary Digital Transformation Board, in accordance with the requirements for DTA classified Tier-2 initiatives. The includes the calculation of a Delivery Confidence Assessment (DCA) rating together with an assurance report.
• Assessing the effectiveness of the Program’s artefacts, such as risks, risk controls and mechanisms; benefits realisation; methods and tools used to manage delivery execution.
• Offering advice, guidance and other support as required at both the strategic and operational level to ensure the program delivers its outcomes in the most effective and cost-efficient way.

The Independent Assurer will liaise with the department’s ISD Portfolio Office around the scheduling of the assurance reviews and report approvals.

The Independent Assurer will conduct the assurance activities on a biannual basis resulting in:

•  a final assurance report for each of the in scope Programs
• a Delivery Confidence Assessment (DCA) rating for each of the in scope Programs
