Tender Description

This Tender is invited by the Issuer.

Key problem/s

This process is a market research activity, ahead of a planned Request for Quote (RFQ) process. Only potential suppliers who submit a response to this market research activity will be invited to submit a future RFQ response. Funding has not currently been confirmed for this process and is subject to a future internal funding process.

A high level complete Automated Voice Messaging (AVM) solution is required for integration with the Cell-Broadcast National Messaging System (NMS). The NMS will send Cell-Broadcast messages to compatible handsets nationally. There is a need to communicate the same message to landlines, and that is what this high-level solution will do.

The solution will need to be smoothly integrated into the NMS, including its graphic user interface (GUI), allowing for simple addition of AVM to any NMS message. The solution will need to access the Integrated Public Number Database (IPND)/Location Based Number Store (LBNS), and will include any additional technical needs, e.g. creation of a Mass Calling Platform if necessary. Information relating to design, development, build and implementation timeframes, and rough order of magnitude costings is also encouraged but not required.

The users and their needs

The National Messaging System (NMS) will be used for national messaging, and while cell-broadcast to compatible handsets will reach the majority of Australians, some members of the community rely on landline communications to receive emergency messages. A high level complete Automated Voice Messaging (AVM) solution will allow the same messages that are being sent by cell-broadcast to compatible handsets to be converted to voice messages and automatically dialed to landlines identified using the Integrated Public Number Database (IPND)/Location Based Number Store (LBNS).

Work already done

The National Messaging System (NMS) technical build has commenced, but Automated Voice Messaging (AVM) is not included in this build.

Technical/business constraints

The solution must integrate into the National Messaging System (NMS). Potential suppliers must indicate if they are a “relevant employer covered by the Workplace Gender Equality Procurement Principles”, if they are a “Reporting Entity under the Payment Times Reporting Act 2020”, will need to supply a “Supplier Environmental Sustainability Plan” if successful, and will need to supply a satisfactory “Statement of Tax Record (STR) if successful.

Automated Voice Messaging (AVM) solution integration into National Messaging System (NMS) will commence following initial NMS build. Anticipated time for this is February-March 2026, though it may be sooner.
