The Hills Shire Council is currently seeking appropriately qualified and experienced respondents for the provision of services outlined in the specifications.

Scope: 

SCOPE OF WORKS, TEMPORARY WORK AND WORK METHODS

The scope of work contained within the RFT includes the construction of all elements of the Ted Horwood Community Nursery REF as outlined in the Contract including all temporary and permanent works required to allow the completion of the Works in accordance with the Specification’s. Generally, this includes:

• Develop, implement and maintain the Construction Management Plan (CMP) incorporating the site remediation plan for the duration of the works. Tenderer to note the construction certificate will be issued on lodging the CMP onto the Portal.

• Undertake the required pre-construction inspection, reporting and approvals as outlined in the Ted Horwood Nursery REF conditions incorporating the Building Report, Specification, utility authorities applications, permits and fees payable as required.

• Site establishment.

• Demolish existing structures, note this site contains asbestos.

• Construction of Office/Lunch/Meeting demountable buildings, foundations, awning.

• Construction of shed, caged lock up, includes foundations and access paths.

• Construction of seed raising greenhouse single span replacing existing seed raising greenhouse (2 separate structures), complete with overhead irrigation and power supply to four (4) seed raising benches.

• Supply and install heat (4) seed raising benches [6m & 7.5m (L) x 1.3m (W) x 0.7m (H)] complete with Styrofoam insulation 50mm thick with heated foil mat 1m wide x 6m L complete with digital thermostat.

• Relocate exiting shelter, includes foundations and access paths;

• Connection of NBN services.

• Supply and install security alarm and access control to office/lunch/meeting, toilet block;

• Upgrade existing site drainage to existing or new drainage pit/pipes connecting to onsite storage tank/pond.

• Work as executed package including structural certification, compliance certificates electrical, plumbing, security, AC, warranties, specifications, drawings and diagrams, planned preventative maintenance requirements, etc.

• Final clean and make good to pre existing condition any parts of the site disturbed during construction and or delivery of goods, plant movement, etc.

CONSTRUCTION MANAGEMENT PLAN

The contractor is to submit and maintain a Construction Environmental Management Plan (CEMP) for the duration of the works that will outline the appropriate mitigation measures being implemented throughout the project to comply with the requirements of the Ted Horwood Community Nursery REF and the project Review of Environmental Factors, this specification, relevant legislation, EPA requirements and industry best practice. The plan is to include the following sub-plans as a minimum:

• Traffic and pedestrian management and access plan;

• Erosion and sediment control plan;

• Environmental Management Plan;

• Waste management plan;

• Contamination Assessment & Site Remediation, refer Asbestos Materials Survey & Management Plan Ted Horwood Nursery Office & Tea Room report S108016.15 dated 3/7/2019, Raised Toilet Block report S108016.12 dated 3/7/209 and Rear Store Room report S108016.13 dated 3/7/2019;

• Monitoring, review, and reporting procedures.
