Design and Construction of the Euabalong Pump Station

Cobar Shire Council is seeking tenders from appropriately qualified and experienced organisations for the:

Design and construction of the Euabalong Pump Station which supplies water to the towns of Euabalong and Euabalong West.

Refer to 06 T3 25 05: Technical Specifications for more detail of the proposed Works.

The scope of works for this Contract shall include, but is not limited to, the following:

a) Comprehensive review and analysis of all geotechnical assessment reports, river depth survey data, and site survey information provided by the Principal to inform detailed design decisions and construction methodologies.

b) Complete design, supply, construction, installation, testing, and commissioning of a new raw water pumping station that meets all performance requirements specified herein. The design shall address all civil, structural, mechanical, electrical, instrumentation, and control aspects of the facility.

c) Design, supply, and installation of pump units configured in a duty/standby arrangement to provide full operational redundancy for both Euabalong and Euabalong West water supply. The system shall incorporate appropriate measures to ensure a quick transition between duty and standby units.

d) Supply and installation of all required pipework, valves, and fittings constructed from appropriate materials to withstand the operating conditions. This includes provision of suitable connection points for the future rising mains which will be constructed under a separate contract.

e) Complete design, supply, and installation of electrical power supply infrastructure, motor control centre, and comprehensive control systems to enable both local and remote operation of the facility.

f) Full integration with existing SCADA/telemetry systems to provide centralised monitoring and control capabilities for the entire water supply network.

g) Construction of all civil works including but not limited to river intake structure, piers, access platforms, equipment foundations, and structural embedment required to support the pump station equipment and provide safe operational access.

h) Design and installation of fish screening systems that fully comply with all regulatory requirements from NSW Department of Primary Industries - Fisheries to minimise environmental impact.

i) Preparation and submission of comprehensive documentation including detailed as-built drawings, operation and maintenance manuals, and complete commissioning reports that meet the principal's requirements.

j) Effective project management and coordination with all relevant authorities and stakeholders throughout the duration of the works to ensure all necessary approvals are obtained and community impacts are minimised.

k) Establishment of appropriate site facilities, implementation of environmental controls in accordance with regulatory requirements, and complete site restoration upon completion of the works to pre-construction condition or better.
