Opportunity requirements

Transport for NSW has a requirement for a Contractor to provide Business Case Writing Services for development of the Full Business Case for the Western Sydney Freight Line Project.
The Services includes but is not limited to the following:
- Business Case Coordination, including developing a detailed business case chapter tracker, to coordinate chapter inputs; and track all supporting appendices from across the project workstreams;
- Analysing key data and interpreting demand, traffic and land use modelling results, to support the evidence in case for change chapter;
- Refine the key project messaging to develop a succinct and compelling narrative, that demonstrates NSW State and National significance;
- Writing all Full Business Case (FBC) chapters in line with NSW Treasury Business Case, Infrastructure NSW and Infrastructure Australia guidelines;
- Incorporating personas into the FBC narrative and chapters. The personas provide a wide snapshot of the local Western Sydney/NSW community, freight industry, wider supply chain and economy;
- Writing a compelling, yet simplified, Executive Summary to be used as key communication tool for Senior Sponsors and Executives;
- Actioning stakeholder feedback at key FBC deliverable review points;
- Visual communications, including producing visual aids for the FBC, Executive Summary and governance presentations as needed;
- Project branding and external messaging, including in collaboration with the project team, lead the development of the project re-brand (name, tagline and key messages) to recommend a preferred project re-brand to support the Initial FBC investment decision;
- Coordinate the inputs for, and produce, a Change Management Strategy & Plan; and
- Attending or supporting meetings.
Prospective tenderers will need to complete, sign and return the confidentiality deed) in accordance with the instructions in that deed) prior to being given the password to access the Request for Tender documents.
All tenderers must comply with the Transport Statement of Business Ethics through the procurement process and any subsequent contract period.
All tenderers must comply with the NSW Government Procurement Policy Framework, NSW Government Supplier Code of Conduct and New South Wales Industrial Relations Guidelines: Building and Construction Procurement.
