Tender Description

Creative Australia is the Australian Government’s principal arts investment and advisory body.

We are currently seeking quotes for the services of a SaaS based Human Capital Management system provider to deliver performance management, recruitment and onboarding modules

Scope of Works and Deliverables:

Performance management system

Creative Australia’s performance management framework is an employee led process. This means that employees draft their own key performance indicators (KPIs) and optional development objectives to be reviewed by their manager. After discussion with their manager the employee has the ability to edit/update their KPIs prior to both the employee and the manager signing off on the performance plan.

After the performance plan has been signed off and during the year, the employee is able to edit their KPIs as priorities change or deliverables shift. There should be functionality to track notes/comments against the individual KPIs during the year.

The successful performance management system should be intuitive for users and easily configurable. The system will be simple to use with minimal clicks to get an administrator or end user from one area or task to the next. The performance management system solution should provide:

• In-depth reporting functionality that allows for auto-generated and custom report creation, and

  • Reports that detail plan status (in draft, signed off by employee, manager and/ or both)
  • End of year review status and completion report (started, signed off by employee, manager and/ or both)

• Simple and intuitive navigation for both the end user and back-end administrator.

• Auto-generated editable email notifications that can be triggered.

• Access can be assigned/unassigned to users as needed.

• Users can be archived. Archived users are not included as part of the population count for licence charging purposes.

• Employees will be able to draft their KPIs for manager review and edit the KPIs during the year as priorities change or deliverables shift (the edits should be auditable, with time and date stamp changes).

• Employees and managers can create notes against KPIs during the year and track the progress of the KPIs.
