This Tender is invited by the Issuer.
For over two years, the Agency has been operating in a multi-vendor environment as part of a multi-year uplift and transition.
The Agency seeks to own the System Integration (SI) in its entirety and seeks assistance to enable the Agency team to achieve this new function. The Agency is part way through the implementation of SI and is seeking a Vendor to continue the establishment and co- implementation the SI role, to handover all process and Systems Integration to the Agency team.
Specifically, the Agency is seeking a highly experienced partner/vendor to develop and uplift its System Integration function across the Agency supporting the recently created SI Team within the Technology, Planning and Delivery Branch. The Vendor is required to continue to support the work that has been achieved to date and continue to develop the frameworks and processes to support the end-to-end delivery lifecycle to establish the Agency System Integration function. This will require development of materials and embedment of processes, verifying the processes are working, implementing a review and improvement methodology, through to handover to SI Director of all artefacts.
The System Integration function is designed to control solutions delivery through the entire delivery lifecycle. Primarily the team will support the Delivery Directors in the delivery of their projects/programs and will build the foundation stones required for effective solutions delivery. This includes the following functions:
- My Health Record (MHR) Systems Integration
- Design and Architecture
- Test and Deployment
- Wider Agency technical project Systems Integration
The project has been divided into 3 tranches with Tranche 1 due for implementation commencing 1st July 2025 over a staggered timeline. Tranche 2 delivery should commence late 2025 or early 2026 and Tranche 3 delivery will be considered as a later optional deliverable for the vendor. There are several supporting deliverables the Agency seeks vendor support with. These are detailed following.
- SI Transition Plan for period 25/26
- Complete Tranche 1 implementation
- Analyse and implement Tranche 2 services
- Analyse Tranche 3 services (optional)
- SI requirements interdependencies
- Implementation advisory and support
- Enhance testing services capability
- Tooling strategy (optional)
- Requirements and estimation.
