Tender Description

DCJ seeks ACCOs to deliver Aboriginal Family Preservation, a framework for delivering Family Preservation services to Aboriginal families with children who are at risk of significant harm.

Project goals

Family Preservation is a critical service child protection system, supporting families with children who are suspected or determined to be at risk of significant harm. These families are likely to have a combination of mental health, drug and alcohol misuse, and domestic and family violence in the home. 90% of referrals to Family Preservation will come from DCJ child protection.

The primary objective of Family Preservation is to keep children safe at home with their families, and prevent removal, placement in out of home care, and future contact with the child protection system. Family Preservation also aims to support children and families to achieve wider social benefits, including better educational attainment and improved health and wellbeing indicators.

Scope

Aboriginal Family Preservation is one framework to deliver Family Preservation services to eligible Aboriginal families and must be delivered by Aboriginal Community-Controlled Organisations. It has an open duration of 12 months, and delivers the following core components:

  • Engagement
  • Case Management
  • Family and Parent Support
  • Child-focused Support
  • Therapeutic support
  • Healing
  • Advocacy

Aboriginal Family Preservation is to be delivered between 6am to 8pm Monday to Friday. Providers of Aboriginal Family Preservation will be able to codesign their delivery model with community. They will be required to deliver specified service activities, and have the discretion to deliver others in order to achieve outcomes for clients. Activities include:

  • Visiting the family home
  • Undertaking ecological mapping to identify family members and support network and supporting family-led decision making
  • Developing a case plan with the family tailored to their needs and characteristics
  • Ongoing monitoring and discussion with family members, including children, about their safety, wellbeing, and progress

Providers will also be required to report specified data to allow for continuous service improvement.

Unit cost are pre-determined by DCJ.
