Gilgandra Region Towards 5000 Masterplanning and Local Planning

ABOUT THE COUNCIL: The Gilgandra local government area is situated in the central west of NSW and covers an area of 4,800 square kilometers, including the township of Gilgandra and two smaller villages of Tooraweenah and Armatree.

ABOUT THE TENDER: Gilgandra Shire Council has recently secured funding through the NSW Government's Community Improvements District Program (CID), which supports the Gilgandra region Meet Me @ Miller Street ('CBD Precinct Collaborative Project'). The project involves physical & non-physical interventions, which will see local businesses work collaboratively to develop innovative place-making strategies that deliver a creative, activated, vibrant, lively and accessible Miller Street and CBD. Gilgandra businesses and community will benefit by fostering public life, stimulating day and evening economies, and increasing visitation to the Region.

Further funding has also been secured through the NSW Government's Regional Housing Strategic Planning Fund (RHSPF) for the Gilgandra Residential Masterplanning > Towards 5000 project ('Housing Project') which aims to facilitate and accelerate future development potential of available zoned residential land strategically identified for growth, supporting GSC vision of Towards 5000 and contributing to strategic outcomes with regards to connectivity, liveability and efficiency.

Gilgandra Shire Council is seeking to engage a consultant to develop a complete package of work, presented in a succinct format that engages with the audience and can be used to pursue future funding, provide advocacy support as well as opportunities for public and private investment growth.

SUBMISSIONS: Gilgandra Shire Council requests tenderers to submit their tender via the electronic tender box (see option below) using either the attached word or pdf version of the form.

Respondents will receive a Successful Submission Receipt timed and dated upon completion. 

LOCAL PURCHASING POLICY: Gilgandra Shire Council has a local purchasing policy.

STATEMENT OF BUSINESS ETHICS: Gilgandra Shire Council will undertake this tender in accordance with its Statement of Business Ethics.

CLOSING DATE AND TIME: Tenders close at 9:00am on Monday, 14 July 2025 and submissions must be FULLY RECEIVED BY THIS TIME. The Council is not bound to accept the lowest priced Tender or all or any part of a Tender and reserves the right to conduct the Request for Tender process and select the successful respondent(s) as it sees fit. Council staff are unable to respond to verbal enquiries in relation to the proposal. Late, verbal, faxed or emailed proposals will not be accepted.
