Tender Description

The Council of the City of Sydney (the "City") invites tenders for the carrying out of inspections, reporting, and repairs of playgrounds and fitness stations in accordance with this Request for Tender (RFT).

Background: The City's playground and fitness assets

The City currently maintains 162 built playgrounds and fitness stations within our public parks, childcare centres, libraries, and community centres, including:

  •  138 playgrounds; and
  •  24 fitness stations

The size and scale of these sites range from small pocket parks with minimal equipment to expansive, multi-use parks. All together, these sites include over one thousand individual assets including:

  •  playground equipment;
  •  fitness equipment;
  •  rubber softfall surfacing;
  •  artificial grass surfacing;
  •  loose-fill surfacing (including sand and mulch); and
  •  other associated infrastructure such as bespoke metal or timber play sculptures and nature play elements, and peripheral play assets.

In accordance with our Resourcing Strategy and associated Community Asset Management Plan, the City is committed to maintaining all playground and fitness station assets to sustain their useful life and meet our communities' priorities which include safe and inviting public spaces.

Playground and fitness station inspections, reporting, and repairs contract (the Contract) comprises of two possible work lots.

Work Lot 1: Inspections, reporting, and consultancy, with:

  •  a schedule of prices for core services (contract management, database management, and periodic inspections and reporting); and
  •  a schedule of rates for additional services required under the Contract (i.e. consultancy work).

Work Lot 2: Repairs, with:

  •  a schedule of prices for core services (contract management); and
  •  a schedule of rates for additional services required under the Contract (repairs).

Tenderers must nominate Work Lot 1, Work Lot 2, or both in Part C - RFT Returnable Forms Schedule A: Registration of Tender. The City's preference is to have a single supplier provide both services (being Work Lot 1 and Work Lot 2) under a single contract. However, the City reserves the right to select one or more suppliers as part of the outcome of this tender.

Tenderers providing submissions encompassing "both" Work Lots must have the capacity and capability to 'self-perform' the core services of at least one of the Work Lots (i.e. inspections or repairs). Subcontractors may be nominated to perform the core services of the other Work Lot, if required.

The initial term of the Contract will be for a period of three (3) years, with one option to extend for a further two (2) years. The total possible contract length being five (5) years. Any option to extend will be granted based upon satisfactory performance and at the City's discretion.

Tenderers must demonstrate that they have the capacity and resources to deliver the program they are tendering for, including when they intend to use subcontractors.

The City will assess all tender submissions based on value for money considering both qualitative criteria and overall cost.

Tenderers must submit tenders in the manner required by this RFT. Be sure to review all relevant Specification documentation, including:

  •  Part B - RFT Specification Preliminaries (applicable to both Work Lots)
  •  Part B-1 RFT Specification General Requirements (applicable to both Work Lots)
  •  Part B-2 RFT Specification Work Lot 1
  •  Part B-3 RFT Specification Work Lot 2

The City expects services under this Contract to approximately commence in September 2025, or sooner.
